They are to be installed across FEA's network to further sectionalise their radial feeders. The plan will increase reliability of the network as well as add remote controlled points. Remote control is provided using a combination of radio and GSM telephone networks and significantly reduces long term operating costs. This is the third contract of supply FEA has awarded to NOJA Power for the supply of the OSM recloser product over the last 4 years.
FEA chose NOJA Power OSM pole mounted auto reclosers because it is possible to grade them in series on a feeder down to 100ms. Therefore it is possible for them to install up to 8 reclosers in series on the feeder - and still grade with their zone substation protection. This is considered a significant advantage over using a combination of reclosers and sectionalisers. As part of the NOJA Power contract of supply, NOJA Power will also provide an engineer to conduct protection grading seminars and assist with the remote control configuration and integration to FEA's SCADA system. ### PRESS RELEASEFiji electricity authority remote controls NOJA Power reclosersFiji Electricity Authority (FEA) has an established SCADA and remote control system, generally using a radio network to provide the communications path. Due to the nature of the radio network and the topology of the islands of Fiji, FEA has to overcome black spots in this communications infrastructure to remote control remotely installed NOJA Power reclosers. As a result a recent trial has been undertaken to install GSM modems in several devices to prove this form of SCADA and remote control. Commencing in 2003/04 financial year ENERGEX installed approximately 50 NOJA Power OSM automatic circuit reclosers (ACR's) on predominantly its urban network. In the majority of cases a single recloser was placed at the half-way point along the backbone or main trunk of the feeder. In a small number of cases, the ACR was placed on one or both feeder legs at the substation of double cable box feeders.
This program represented a relatively small number of feeders out of a total population of around 1000 urban feeders. The majority (70%) of the 50 ACRS were installed and commissioned by 31 Jan 2004, with the rest installed in 2004/05 and 2005/06. This group of feeders supplies around 65,000 customers and has a total installed circuit exposure of 290 urban km and 460 rural km. This equates to approximately 5% of ENERGEX's total customer base and around 4.5% of the circuit length of the urban network and around 3% of the rural network. For the period since commissioning to December 2006, there have been 101 faults beyond the reclosers due to all causes (non-storm and storm events). 16 of these events occurred during severe weather for which a major event day (MED) exclusion was granted. 32 out of the 50 feeders with the installed ACR had an outage during this period. Out of the 32 feeders, half of the feeders accounted for around 75% of the faults. The estimated SAIDI saving for the period is 4.8 minutes excluding MEDs. The total SAIDI saving with all events included is 11.4 minutes. This saving is estimated by theoretically calculating the impact of the fault with and without the ACR installed. Following the initial 50 NOJA Power OSM's a further 70 ACR's were purchased and installed. ### August 2007PRESS RELEASEPlanning for the future: Water MattersNOJA Power has recently delivered three Main Switchboards to Australian Infrastructure Alliance, Water Matters, for the Cleveland Bay Wastewater Treatment facility located in Townsville. The Water Matters Alliance is composed of a number of different organisations, all working together under the Water Matters umbrella to complete significant infrastructure upgrades in the North Queensland region. Alliance partners Abigroup Contractors, Aquatec Maxcon, Citiwater (Townsville City Council), GHD Pty Ltd and United Group Infrastructure will deliver a state-of-the-art wastewater management network, to produce recycled water, that can be reused in the community and help protect the environment for future generations. The upgrade to the Cleveland Bay Wastewater Treatment Facility will see it become the largest treatment plant of its type in the southern hemisphere.
The three switchboards manufactured by NOJA featured a PLC controlled Automatic Transfer System to switch load to a backup generator in the event of loss of mains supply. Terasaki Tempower 2 ACB's provide the necessary mechanical interlock to ensure that only one or another of the supplies is on at any one time, they also provide the position status indication necessary for provision of an electrical interlock for added security. The switchboards incorporated Arc Fault Detection to ensure instantaneous isolation via the upstream 11kV breaker in the event of an arc fault. A mix of single and bi-directional sensors provided coverage throughout the incomer tiers for both Mains and Generator supply. One of the switchboards catered for a future Biogas co-generation facility by including provision for Ergon Energy metering and remote connection / disconnection of the generator. The tier containing the generator supply also included arc fault detection capability. ### ETSA Utilities Award 5 Year Supply ContractETSA Utilities has awarded NOJA Power Switchgear Pty Ltd the period supply contract, for the South Australian distribution networks 11 kV Pole Mounted, Line Reclosers Requirements. over the past five years. With this expansion comes greater energy consumption to service the growth and the airports existing oil filled feeder recloser was beginning to show its age. While the unit was upgradeable, parts were becoming more and more difficult to obtain and lockouts due to higher loads and faults meant a newer more flexible option was needed to improve reliability of supply. “Our main concern was improving the current rating over the old unit but other features like automatically clearing transient faults and data logging and reporting were important considerations too”, said GCAP L Asset Services Manager, Geoff Arnold. “In fact, the unit we chose will service us past our current planned infrastructure upgrades – something we didn’t expect”, he said. Located only minutes from the Gold Coast CBD and so close to the ocean, GCAP L management wanted a unit which was both suitable to the local conditions and had a low environmental impact potential. Using latest generation solid dielectric vacuum interrupting technology, the NOJA Power OSM Recloser achieved GCAP L of low environmental impact by eliminated the use of oil. The OSM tank and control cubicle are manufactured using stainless steel and the tank bushings are high pollution rated making the unit ideal for coastal applications.
To avoid disruption to the airport’s internal power network, the old recloser was removed and the new unit installed using live line techniques where the 11kV supply was maintained throughout the installation. “The airport is a busy place and taking power off-line was never an option” said Shane Gorman, Sales Engineer and project coordinator from NOJA Power. Protection settings for the new recloser were designed and programmed beforehand to save time on site and the whole installation was completed in approximately 8 hours. “It was a complete package” announced GCAPL Asset Services Manager, Geoff Arnold. “NOJA Power manufactured and supplied the equipment, engineered the protection settings, coordinated the installation and provided training for our engineers. We are very satisfied with the result.” ###
