During the second half of 2003, a continued focus on network improvement and fortification by ENERGEX Limited saw the installation of 50 OSM 15 Auto Circuit Reclosers into their 11kV network. The Installation Project was completed by the end of December 2003, with commissioning rolled early 2004. In January 2004 the South East Queensland region of Australia experienced its worst thunderstorm and lightning activity recorded in more than 20 years. Wind gusts of over 100km/h were recorded and significant damage to distribution lines was caused by flying debris. These Thunderstorm Events demonstrated some of the significant benefits of Automated Auto Circuit Reclosers to network performance, when under extreme environmental conditions. ENERGEX is satisfied with the performance of the OSM Recloser and to further enhance network performance and fortification have made significant investment in a further 70 OSM 15 Auto Circuit Reclosers for installation during 2004. This revision of the standard was published in August 2003 and Noja believes it is the first manufacturer in the world to conduct recloser testing to this new standard. ANSI C37.60 - 2003 has some significant changes from the old standard. These include: * Added new voltage ratings and dielectric withstand capabilities common outside of North America. * Added several new interrupting ratings. * Changed temperature rise and temperature limits to be consistent with circuit breaker standards. * Prohibited the use of single phase tests to qualify three-phase reclosers for switching performance. Restricted the use of single-phase tests for three phase reclosers. * Added Partial Discharge as a design and production test. Testing to this latest standard demonstrates Tavrida Electric's commitment to producing safe, reliable switchgear. In addition to type testing, all reclosers undergo factory testing during manufacture and pre-dispatch to ensure the reclosers will operate reliably throughout their lifetime. Meanwhile, the OSM recloser is steadily gaining recognition as a solution for medium-voltage protection. OSM reclosers are now protecting feeders in many countries around the world both in zone sub-stations and out in the field mounted on poles. Their light weight makes them easy to install in any location while advanced protection features make them suitable for nearly all outdoor applications.
The OSM comes standard with a wide range of features such as: * Full directional earth fault/sensitive earth fault. * Full directional phase overcurrent. * Cold load pickup. Inrush Restraint. * Downstream device co-ordination. * Live line overcurrent/earth fault. * Under voltage. Under frequency. * Loss of Supply detection. * Voltage reclosing control. * Automatic backfeed protection. * SCADA-ready with DNP3 and Modbus protocols. * Digital I/O. RS232 and RS485 ports. Although big on features, the OSM is a very compact device with no harmful insulants such as SF6 or oil. These devices have some key advantages over traditional iron core CTs. These include: * Increased accuracy over a wider current range. * Immune to core saturation at high fault currents. * No need to short outputs when disconnected. * Lightweight air-core design means a lighter recloser. Rogowski coils are not a new idea. W Rogowski first presented his design in 1912 which consisted of a helix coil wound around a strawboard band. Basically a Rogowski coil is a helix loop wound around an air core with the two wire ends joined. Unfortunately, the early applications of this design were limited due to the very small output voltages generated. This characteristic has now been overcome with the advent of sensitive front-end electronics capable of measuring millivolts. In fact, this low voltage has become a significant advantage in medium voltage applications since the CT does not produce dangerous voltage levels. Another advantage relevant to recloser design is the elimination of an iron core. This makes saturation of the CT impossible allowing it to continue working correctly even when subjected to high fault currents. The lack of an iron core also makes the CT considerably lighter. This is part of the reason NOJA Powersreclosers are so light (<85kg). Rogowski coils typically have a very wide and linear range of measurement. The coils used in the OSM recloser have been designed with protection functionality in mind and operate from as low as 4A up to 6,000A. This means the OSM recloser can offer sensitive earth fault (SEF) along with earth fault and overcurrent protection with the single design. No special CTs are required and SEF protection is provided as standard. The OSM recloser utilises six Rogowski coils. The coils on one side of the recloser are used to measure phase currents. The coils on the other side are connected in series to measure residual currents for earth fault and sensitive earth fault protection. The new cubicle is supplied with a circuit breaker protected auxiliary supply outlet to provide an on-site laptop computer power supply. This eliminates the need for maintenance staff to make wiring connections when installing or servicing equipment. Ample space has been provided for mounting all types of equipment. Special consideration has been made to issues such as easy access and ease of mounting requirement. Extra circuit breakers can be added if two auxiliary supply inputs are required. A special vandal-proof enclosure houses the entry point for the control cable. The cover is secured inside the cubicle making it impossible to disconnect without access to the cubicle. The cubicle door has a three point handle locking mechanism making it extremely difficult to break into. The cubicle is constructed out of powder coated 304 stainless steel for a long, maintenance free lifetime. A special ceramic paint is applied to increase its resistance to temperature rise within the cubicle. The entire enclosure is constructed to an IP65 rating. ### May 2002PRESS RELEASEOutdoor MV pole mount switchgear Qld, Australia, 16 May 2002 The OSM automatic circuit recloser is available in voltages up to 27kV and is based on the technology and processes used in the ISM module which created the OSM module. The product has been fully tested to comply with the requirements of ANSI C37.60 and utilises vacuum interrupters encased in a polycarbonate housing inside a powder coated aluminium tank to provide a fully insulated and solid di-electric system. This unique and patented fully insulated system allows Noja Power to produce the smallest and lightest auto recloser available in the market today. The device measures current on all three (3) phases as well as residual current by utilising Rogowski sensors as well as voltage on all six (6) bushings using a capacitively coupled voltage measurement technique from conductive rubber screens. Because the device has the ability to measure voltage and current, the protection and data logging functionality that is available in the RC control is extensive. The RC control and communications cubicle is a microprocessor-based control that incorporates the protection data logging and communications function in a single micro processor. Functionality includes: · Directional overcurrent protection. · Directional earth fault protection. · Directional sensitive earth fault protection. · Undervoltage protection. · Under frequency protection. · Cold load pick up. · Inrush restraint. · Voltage reclosing control which allows the customer to program loop automation functionality. · Separate event logs for close open operations and fault protection operations. · Load profile data. · Integral RTU providing DNP3 and Modbus protocols as standard combined with the ability to provide and engineer other protocols on request. · Full file management and upload and download using the TELUS PC software.
